Random stack of clean dishes in the stairwell

I found this to be out of place. No other floor had a bunch of dishes stacked up in the stairwell. Why in the stairwell? You would think that maid service would return the dishes with a service elevator. Also notice the mold or other grime all over, in contrast to the relatively clean hallways of the tower seen later.
