Customized sauna control
This control panel is ubiquitous with Saunas manufactured by Helo, a british company. For safety reasons, the control panel features a timer that limits time in the sauna to about an hour, but interestingly, the timer knob has been removed and replaced with a toggle switch. Perhaps that is why the sign above the control panel reads, "please do not touch controls, ask attendant for assistance." Another thing that is kind of unusual about this panel is that it indicates that the light and heat circuits used different voltages. According to an imprint on the panel, the lights used standard 120V service, but the heater was wired to two hot leads in a split single phase configuration, providing up to 40A @ 240V.

If it was two legs from a 3-phase feed, wouldn't that be 208v?

Looking at the panel markings again, I see it's rated for 208V-240V, so it could be either 208V (three phase) or 240V (split single phase), so in this case it would have been 240V split single phase. Nice catch, updated the caption.
