1970s era fire alarm control panel
Although it is a total guess on my part, I get the feeling that this fire alarm control panel was installed at some point in the 1970s, probably replacing an older alarm panel. Despite its complex appearance, it appeared to not be very full featured. This building was not energized, although the towers, which were monitored here, were.

It appears that in the middle of this panel, they have an annunciator for a much newer control panel, so maybe they just used this old panel's wires to hook the new system up.

@jareds2468 that middle annunciator is meerly a 8 zone dialer (Would not support the large facilitys alarm devices)
