Mini golf 18th hole wiring detail

One thing I felt obligated to take a closer look at was the 18th hole on the mini golf course. It appears that an actuator in the "nose" of the clown completes a connection in the metal housing above, containing a light and a bell. It appears that at some point, this was an "EXIT" sign. Also, a fluorescent lamp ballast sits atop the box. Many other sign housings were similarly disassembled although it was unclear what was being salvaged.
