Reserved for Clue II sign

I have absolutely no idea what this sign, seen along the perimeter fence around the facility near Orangeburg Road, is supposed to mean. It reads: "Reserved for Clue II" This sign appears to be some kind of parking regulation, despite the fact that there is no need to control parking on the quiet street where this is posted. This is sign is difficult to understand the meaning of without understanding of its background.
