Waterlogged light fixture

The fire escape staircase in the parking deck has been severely neglected. Since it is exposed to the elements from above, and since the whole mall is already on a flood plane, water tends to run down the staircase. This light fixture has clearly been inundated by falling rain. Naturally the light did not work.
