Smaller water tower tank at the top of the hill

Another smaller storage tank of some sort, this one is far more accessible. Anyone up for getting hurt on this and suing the town for failing to keep people off it? Also, there is a maintenance hatch at the top of this, and is padlocked on with a 7/16" thick bolt. At least they took steps to keep people out of the tank itself.
