Looking through the catwalks on the chiller plant to coiled discharge hose below. Chillers like this can generate a large amount of water during decompression as water vapor is condensed out of the air, much like how a cold beverage will generate condensation on a hot summer day. The discharge hose would be used to channel that water into an appropriate drain. Think of a home air conditioner casually dripping, then scale that up to an entire mall's air conditioner dripping so much a fire hose was practically needed to drain it.
