The tag on the check valve indicates it was last tested in 2008, about 3 and a half years prior. Rockland County doesn't require independent elevator inspections, so it's up to elevator contractors to certify that their devices are safe. Cities like New York require 3 inspections every 2 years, performed by independent inspectors. Naturally, less inspections means lower quality control and more accidents. The wire jumper in the unlocked controller cabinet is one example of preventable and correctable dangerous conditions that would be noticed by a qualified inspector.
