On second thought, I'll just take a drop. Chances are, this golf cart was not actually used for play, even when it ran, as most golf courses choose carts with overhead canopies to provide shade. This was most likely used as a method of transportation for hotel staff, and then at some point, it broke down, much like the business model of the hotel itself.
