Ice rink on the brink

Apparently at one time, the building next door housed a chiller that cooled the slab below the ice on the ice rink. At some point, the chiller went bad, and management decided to keep the ice rink but use only natural ice. It wasn't cold enough this day to keep the rain frozen.
