I believe this is an air purifier

If I'm right, this device periodically sprays a freshener or anti-bacterial spray into the air, much like comparable devices often found in public restrooms. This unit is clearly meant for a more industrial setting, such as inside the electric main room, since it features no frills or design considerations (form following function).
