Unusually low drop ceiling
A dropped ceiling is a secondary ceiling, hung below the main (structural) ceiling, but this is pretty ridiculous. You can see that the true ceiling is far above the dropped ceiling. The original design was likely meant to give an open sensation for patients inside, but instead, they decided to make it as claustrophobic and utilitarian as possible.
