Unusual steady red to flashing red signal
There was a small service road along Avenue C where intersections were controlled with only one traffic signal, a red ball, which alternated between steady read and flashing red based on the signal for the actual cross street with Avenue C. The sign reads, "After stop you may proceed on flashing red only."

That type of traffic signal is fairly common to see in some parts of the city of New York.
It generally faces either a driveway of a local business or a street that has little or no traffic on a daily basis.
