The sign reads "DANGER - 3rd rail alive". The fact that the 3rd rail is live should be assumed. A standard "DANGER - high voltage" sign probably would have been better here. If every hazard is going to be signed, that niche should have a sign warning that there is no clearance.

the "DANGER - 3rd rail alive", is a reminder for when the cover board has been removed. the 3rd rail sign should have been removed when the work was done. it is possible there is not enough clearance for a person in that niche. do you know there is not enough clearance?
