Rubber and cord debris

This is some unusual debris found near the rest of the junk in the woods. At first I thought it was just the remains of old radial tires, but there are no treads. Then I thought they might have just been the inner tubes of large truck tires, but that also would not make sense because tire tubes are not corded. It would have made some sense if they were discarded truck tires, considering the age of the fire trucks stored in the nearby fire house.
